  • Official Statement: CAPITA Financial Services Inc.

OFFICIAL STATEMENT: CAPITA FINANCIAL SERVICES INC.

We are aware that recent articles and comments in the media about the Barbados Public Workers’ Co-operative Credit Union Limited (BPWCCUL) and its subsidiary, CAPITA Financial Services Inc. may have been cause for concern to our members.

    Here are the facts:

    CAPITA’s Financial Statements

The audited financial statements for CAPITA Financial Services Inc., a fully owned subsidiary of the BPWCCUL, have been finalised following approval by CAPITA’s Board of Directors on December 16, 2022. A copy of the financial statements is presently on the CAPITA’s website and copies have also been provided to the regulators in both Barbados and St. Lucia.

The BPWCCUL refutes the claim made in the Weekend Nation of December 30, 2022 that information which was crucial to members’ understanding of why CAPITA had not been able to complete its financials was not communicated. The same explanation given in the Nation article was also provided by Management in a response to the specific question raised on the matter at the AGM. Additionally the President’s remarks and the Board of Directors’ report referenced the matter on the day of the AGM.

The BPWCCUL and CAPITA regrets the late submission of the audited financial statements to the regulators and have taken remedial action to ensure this is not repeated.

    Background to the CAPITA Fines

The BPWCCUL Board acknowledges that the Central Bank of Barbados imposed a penalty of $18,500 on CAPITA. This was $10,000 on December 1, 2022 and a further penalty of $500 for every day or part of a day thereafter until submission of the audited financial statements.

The BPWCCUL Board of Directors acknowledges the seriousness of the matter and reinforces the statements made at the recent Annual General Meeting in its report to the members that we will take the requisite and focused actions required to eliminate the root causes of the audited financialstatements being late. Subsequent to the Annual General Meeting the following have occurred:

    • November – December 15, 2022 - Six CAPITA Board Members resigned and one was replaced by the BPWCCUL Board.
    • December 09, 2022 - A new Chairman and Deputy Chairman were appointed to the CAPITA Board. Courtney Gibson – Chairman, Derrick Cummins – Deputy Chairman.
    • December 16, 2022 - CAPITA’s President & C.E.O was terminated by the CAPITA Board.

    BPWCCUL’s Regulator

In the Weekend Nation of December 23, 2022 an article appeared under the heading “Probe Reveals

Weakness”, stating that the Financial Services Commission (FSC) had deemed it necessary to appoint an advisor to the BPWCCUL Board to assist with its governance and financial affairs. The Board is committed to continuing its ongoing work with the Regulator, the FSC, to remedy identified short-comings.

The Former President & CEO of CAPITA

The Nation article of December 30 2022 indicated that a motion was passed at the AGM on December 3, 2022 that the former President and Chief Executive Officer be brought to answer questions on the late financials. At no time did the members at the AGM pass a motion requesting this to be done. A Special General Meeting will be held on January 14 ,2023 to discuss CAPITA’s financial audit and statements and related matters as requested.

  • The BPWCCUL Group is Sound

I personally want to reassure you of the soundness and financial status of the Barbados Public Worker’s Co-operative Credit Union Limited’s Group of Companies (The Group).

We are aware of the responsibility that comes with being the largest credit union in the Eastern Caribbean and being classified as a Systematically Important Financial Institution (SIFI), and are committed to continuing to be a role model for the credit union sector both regionally and internationally through our long-standing relations with the World Council of Credit Unions.

The Group continues to be strong, stable and well capitalized, consistently achieving standards well above the levels set by the regulator. With total assets of approximately $1.7 billion as at March 31, 2022, we have grown in excess of 100% over the past 10 years, an achievement we are very proud of. During the past year the Group recorded asset growth of $96.0 million, a 6.1% increase over the previous year’s figures and members’ deposits totaled approximately $1.5 billion as at March 31, 2022, representing growth of $78.8 million of 5.7%. We remain committed to continued growth through the provision of a diversified portfolio of products and services that meet our members’ needs.

CAPITA Financial Services’ contribution to the Group results was positive over the past financial period with balance sheet growth of 6% as at March 31, 2022, and a 13% growth rate across all revenue lines for the same period. Profitability was also encouraging with an after-tax profit position of approximately $1.2 million.

For additional information, I urge you to attend the Annual General Meeting (AGM) to be reconvened on Saturday January 14th at 9:00 a.m. and the Special General Meeting to be held on the same day at 1:00 p.m. If you were previously registered for the AGM of December 3rd, 2022 you do not have to register again – simply use your previous registration information to gain access. If you were not previously registered however, you will need to register in order to participate – the registration link is accessible via our website: https://publicworkers.bb/agm.html

Ms. Patricia Yearwood (Principal (ag) of the Belmont Road Primary School being presented with masks, alcohol and other supplies by Stacy Mottley.

Through their Thrift Club program, the Barbados Public Workers' Co-operative Credit Union Limited (BPWCCUL) has supplied 4000 masks, 10 gallons of alcohol, and other protective equipment to five primary schools around the island to aid in the COVID-19 virus protection.

Mrs. Stacy Mottley, Marketing Assistant and Liaison for the Thrift Club School Savers Programme, developed this initiative after observing a critical need for PPE in schools following the return to face-to-face classes.

"We are delighted to be able to help the schools in such a significant way by donating much-needed PPE materials." The BPWCCUL's youth arm, the Thrift Club, typically provides financial resources for children ranging in age from months old to 15 years, such as membership savings accounts, financial education, summer camps, academic awards and grants to name a few, so it gives me great joy to know that we can not only be the children's financial partner, but also their safety partner." Mrs. Mottley explained.

The Luther Thorne Primary School was the first stop for the Credit Union's donations. Principal Ms. Maria Benn expressed her gratitude to the Credit Union, stating that the presentation came at the perfect time for the school, which has a roll of 580 students. "The Luther Thorne family expresses heartfelt gratitude to the BPWCCUL for this outstanding donation. It will undoubtedly help satisfy the demands of both students and teachers, as protective equipment and supplies are quite costly, especially with the continual changing of masks and restocking of sanitizer stations." she stated.

Mrs. Mottley visited  four other schools involved in the Credit Union's initiative to donate the much-needed equipment, namely St. Luke's Brighton Primary, Sharon Primary, West Terrace Primary, and Sharon Primary. "The schools we choose are either ones with which we have an existing relationship through our School Savers Programme or are in close proximity to several of our branches." She explained.

At the St. Luke’s Brighton Primary, the donations were graciously received by the school's Head Boy and Head Girl, who were supported by Senior Teacher, Ms. Kim Brathwaite. Before giving the Credit Union representatives a tour of the school, the Head Boy and Girl expressed appreciation "On behalf of the Principal, staff, and students of St. Luke's Brighton Primary School, we would like to thank you for such a generous donation of materials to our school.

The Credit Union’s COVID supplies contribution also benefited Sharon Primary School, one of the Thrift Club School Savers Program's homes. Teacher, Ms. Charmaine Jones, expressed her gratitude for the donation as well as her appreciation for the Credit Union's assistance to the school over a number of years.

Ms. Ometa Hinds, Principal of West Terrace Primary Classroom, stated that the materials will be put to good use with a roll of over 600 pupils and a hybrid approach of online and face-to-face school. "Over the years, BPWCCUL has aided in a variety of ways, and today is no exception. We appreciate everything the institution has done and continues to do for us. This generous donation will help us battle COVID-19 as we transition to face-to-face sessions for a segment of the school." Ms. Hinds said as she expressed her gratitude to the Credit Union.

At the Belmont Primary School, Teacher, Ms. Patricia Yearwood stated that despite the small growing population of 175 children at the centrally located school, the donation will have a significant influence in their aid to safeguard both pupils and staff against the deadly virus.

  • Barbados' new-look banknotes

Central Bank Issues New Barbados Banknotes

    Barbados’ new-look banknotes, the first
design change since 1973, will go into
    circulation tomorrow. The Central Bank
first unveiled the new designs last
month, explaining that the new notes
will have more advanced security features and a design that reflects
Barbados’ status as a modern nation.

“As a symbol of our new status, we have introduced notes that are as modern as the latest technology can make them. These notes are our declaration of intent; we recognise that, having reached this advanced level of human development, we must cross swords with the best in the world and prevail, in order to maintain our forward momentum. That is why we have spared no effort in making our new notes the best they can be: The design is appealing, yet classy, the security features incorporate the most up-to-date technologies,” Governor Dr. DeLisle Worrell commented.

All denominations have retained their colour and the portraits on the front are unchanged.

Overall, though, the notes have a new look and feel. The backs of the notes now feature six different images, each linked to the portrait on the front. For John Redman Bovell, a pioneer of the sugar industry, the $2 has a vignette of Morgan Lewis Windmill. The $5, which has the portrait of former West Indies cricket captain, Sir Frank Worrell, has 3Ws Oval, and the $10 portrays Charles Duncan O’Neal Bridge. In honour of the Right Excellent Samuel Jackman Prescod, the first coloured man in the House of Assembly, the $20 bears a vignette of one of the Parliament buildings. The $50 depicts Independence Square, including the statue of the Right Excellent Errol Barrow; and the $100 honours the Right Excellent Sir Grantley Adams with a view of the Grantley Adams International Airport.

Raised marks to help the visually impaired identify the different denominations have now been placed on the top left of the note: one dot represents the $2 note, two dots the $5, three dots the $10, and so on.

The map of Barbados watermark, which has been found on all denominations since 1973, has been replaced by six distinct watermarks – the image of the person featured on that denomination’s portrait. Below the main watermark is a second, smaller one that shows the note’s value in numbers. Both watermarks can be seen on the left side of the note when it is held up to the light.

The security thread on the lower denominations - $2, $5 and $10 – remains the same wave-like silver line that is on current banknotes, but the $20, $50 and $100 have a new wide thread that changes from red to green when the note is tilted. Both types of thread weave in and out of the paper and have “CBB” and the denomination printed on them. For all denominations, when the note is held up to the light, the thread becomes a complete line from the top to the bottom of the note.

Under ultraviolet light, the waves in the centre of the $2, $5 and $10 glow and tiny fibres spread throughout the note fluoresce blue-yellow-blue. On the $20, $50 and $100, the waves fluoresce two different colours – pink and green on the $20, green and yellow on the $50, and yellow and green on the $100 – and tiny fibres glow pink.

On the right side of the two highest denominations, holograms have replaced the foil patches that were used previously. On the $50, the dominant image is the pelican, while on the $100, the principal image is the heraldic dolphin. Both denominations feature broken tridents, Pride of Barbados flowers and the note’s denomination as background images.

Despite the introduction of the new notes, Barbadians can continue to use banknotes from previous series. “Older notes will remain in circulation. They are legal tender, so banks, supermarkets, stores… everyone can and should continue to accept them,” clarified Octavia Gibson, Deputy Director, Currency.

Since the launch of the new notes on May 2, the Central Bank has been hosting sessions to familiarise Barbadians with the new designs and security features. The Bank will continue these educational promotions, including at BMEX.

The public can also call 227-8138, 227-8218, 227-8114 or 227-8270 or visit the Bank’s website www.centralbank.org.bb for more information on the new banknotes. Queries can also be sent to newnotes@centralbank.org.bb

  • Credit Union Summer Camp Deemed a Success - August 11th

The 2014 Thrift Club Summer Camp has come to a close, culminating what the campers agree to have truly been “A Summer to Remember”. The Camp, which was held at the Ellerslie Secondary School, was fully subscribed, with the participation of children between the ages of 4 to 16. Participants enjoyed several workshops which included learning the steel pan, pottery making, imaging and preparation for the world of work; and field trips to Chefette, District A Police Station and even a guided tour across the island with the Island Safari jeeps.

As she presented Thrifty to the audience, Marketing Officer of BPWCCUL Tracia Pounder stated that there were tremendous financial challenges with ensuring that the Camp was a success, but that the Credit Union was committed to the needs and development of young people; and would continue to honour such a commitment in spite of any challenges encountered.

Also addressing the audience at the Closing Ceremony, BPWCCUL director Kerry-Ann King stated: “In this day of social media and a lack of physical interaction, such initiatives are extremely important; and we at the Credit Union realize the need for proper socialization and integration for our children”. There was a very personal approach to each member of the Summer Camp; and parents at the Closing Ceremony were urged by the Camp Director Angela Greene during her Camp Report to “be an inspector, police officer and landlord. Know who your children’s friends are. Know what they’re taking in their backpacks to school; and ensure that none of their doors are locked in the house, so that you know what they are doing at all times”.

One of the main highlights of the Closing Ceremony was the unveiling of the Thrift Club Mascot: Thrifty. In the shape of a dollar-coin and with colours mirroring the branding of BPWCCUL, Thrifty represents frugality and financial prudence. Thrifty, is a manifestation of a character from the book written by Veoma Ali titled “Thrifty Saves the Day”; which was launched last year by the Credit Union. Barbados Public Workers’ Credit Union Limited (BPWCCUL) has once again hosted its Members’ Market, and by all accounts it was a resounding success.  The Credit Union first conceived the idea of the Market as a way to assist its members with specific emphasis on self-employed and unemployed members.  Last year marked the start of this initiative and the Credit Union has followed through for a second year. According to President, Glendon Belle, “The Credit Union must remain true to its mandate of people helping people.  In the true spirit of the Co-operative movement, we felt compelled to take our outreach efforts to another level by sponsoring this Members’ Market Day.  This provides an avenue for our members create or grow income streams and get them into a position of self-sufficiency.“

The Credit Union’s Belmont Road car park was transformed to accommodate the just over fifty members participating in this year’s market day, which was held on Saturday, April 25. The market featured a wide range products and services including plants, local food, desserts, jewelry, furniture and local produce. The mobile units from the Barbados Cancer Society and the Diabetes Association were also on site and performed health checks while children enjoyed a specially designated play area.

The Credit Union’s Chief Executive Officer, Clorinda Alleyne was also on the scene to show her support of the members and said, “Notwithstanding the constraints faced due job losses and the recently imposed asset tax on Credit Unions, we are committed to seeing our members through this transition. This is just one of a number of ways to assure our members that we care.”

On Monday December 22nd 2014 the Barbados Public Workers’ Co-operative Credit Union’s (BPWCCUL) Thrift Club hosted its annual gift giving event under the theme: ‘Brunch with Santa Claus’.  This event is held at the organisation’s Belmont Road branch and invitations are extended to children from the surrounding community.

Some of the children with Santa Claus

This year, Brunch with Santa catered to approximately 150 children ranging in age from 3 years to 12 years.  On arriving, children were greeted by elves and seated in the festively transformed L. V. Harcourt Lewis Training Room of the Credit Union.  While waiting for Santa many of the children had their faces painted like the most popular cartoon characters such as Ben 10 and Spider Man and they were then served a tasty and nutritious brunch selection.  Afterwards they received Christmas themed cookies and candy canes from Santa’s helpers.  This led to the gift giving part of the event where each child visited with Santa and received a gift.  Members of the Thrift Club’s Executive Committee assisted with the gift giving and afterward Group Chief Executive Officer of BPWCCUL Clorinda Alleyne could be seen interacting with the children.

The Thrift Club is BPWCCUL’s one-of-a-kind savings account for children between the ages of 0 - 15.  The gift giving event has been in existence for over a decade.
